What Is SANS 10134?
SANS 10134 is the South African National Standard that governs the safety of swimming pools. Formally titled “Safety of Swimming Pools”, it sets out the minimum requirements for physical barriers — fences, walls, covers and gates — designed to prevent unsupervised access by children under five years of age.
The standard is referenced in the National Building Regulations (SANS 10400-Part S) and enforced by local municipalities. Non-compliance can mean fines, voided insurance, and an inability to sell your property until rectified.

Who Must Comply?
Every property in South Africa with a swimming pool, splash pool, or water feature deeper than 300 mm must comply. This applies to:
- Residential homes (existing and new builds)
- Guest houses and B&Bs
- Body corporates and sectional-title complexes
- Schools and crèches with on-site pools
- Short-term rental properties (Airbnb, etc.)
The SANS 10134 Compliance Checklist
Use this checklist to audit your pool area. Every item must pass for full compliance.
1. Perimeter Barrier Requirements
- Barrier height minimum 1 200 mm from finished ground level
- No gaps or openings exceeding 100 mm
- No horizontal rails, ledges, or footholds below 1 200 mm
- Pool area fully enclosed — no gaps at base greater than 100 mm
- No climbable objects (trees, planters, furniture) within 1 metre of the barrier
2. Gate & Access Requirements
- Gate is self-closing from any open position
- Gate is self-latching and locks automatically
- Latch is at least 1 500 mm above ground level (out of reach of children)
- Gate opens outward (away from the pool area)
- No lock that can be left in the unlocked position
3. Pool Cover as Safety Barrier
SANS 10134 recognises pool covers as a valid alternative to traditional fencing — but not all covers qualify. The cover must:
- Support a minimum distributed load of 220 kg (our PoolLock covers exceed 250 kg/m²)
- Be lockable so that a child under five cannot open it
- Span the entire pool surface without gaps exceeding 100 mm at any edge
- Not collect standing water on the surface where a child could submerge their face
- Operate via a key-switch, keypad, or remote with lockout (not an open toggle)

4. Building & Door Access
- Doors/windows providing direct access to the pool area are fitted with self-closing mechanisms
- Child-proof locks on sliding doors leading to the pool area
- Cat-flaps or pet doors that provide access to the pool area are secured

- Book an inspection — Contact an accredited pool safety inspector registered with your municipality.
- Inspection day — The inspector will check every item in the SANS 10134 standard and issue a compliance or non-compliance report.
- Receive certificate — If compliant, you receive a Certificate of Compliance valid for the pool in its current configuration.
